Landlord fined over hazardous rental

A landlord has been fined £17,500 for failing to improve a seriously hazardous rental property in Filton.

South Gloucestershire Council’s private sector housing team issued the penalty notice to the landlord, who has not been named, after they failed to comply with a statutory improvement notice at the property in Hunters Way.

Serious hazards were identified at the house by officers on September 16, 2025, which included structural collapse, electrical hazards, risk of falls on stairs, excess cold and poor domestic hygiene and refuse. Three of these were classified as category 1 hazards — the most serious housing health and safety rating, and two were category 2.

The landlord was required to complete the works within two months, but failed to carry out the improvements within the timeframe, so the council progressed the civil penalty notice.

Previous complaints relating to the same address forced the council to take direct enforcement action.

The council’s HomeChoice team is working with the affected tenants to support them in securing alternative accommodation.

Councillor Sean Rhodes, cabinet member responsible for environmental enforcement at South Gloucestershire Council, said: “We are committed to supporting tenants living in poor housing conditions and improving standards across the private rented sector.

“Landlords have a legal duty to ensure their properties are safe, and where they fail to do so, we will not hesitate to use the full range of enforcement powers available to us, particularly where there is a history of non- compliance and tenants’ health and wellbeing are at risk.”
