Leisure centre reopens after council strikes new deal

Elm Park Leisure Centre has reopened its doors — much to the delight of the local community — following a period of uncertainty. 

Filton Town Council struck a deal with Parkwood Leisure, and their sub-contractor Creating Active Futures, to take over the management of the formerly named Filton Leisure Centre.

As part of a carefully planned phased reopening, the cafe and reception was able to serve users of Elm Park during school half-term, with the gym welcoming members of the public from 7am on Monday, June 2.

The swimming pool is set to reopen on Monday, June 9.

The reopening has followed a period of uncertainty caused by the insolvency of the previous operator Active Nation, as reported in May, which left the centre closed for several weeks.

Parkwood already manages 76 leisure and related facilities centres in Bristol and beyond.

However the new arrangement left Filton Town Council shouldering both the public works loan, which was secured for the rebuild of the centre and has 15 years left to run, as well as any deficit incurred by Parkwood during operation.

The public works loan amounts to around £25,000 per month while the deficit could be in the region of £50,000 per month, Filtonvoice understands.

This arrangement will last until a new operator is in place but it is likely the town council may need to fund the loan from reserves initially and precept (council tax) in the long term. 

This could mean town council projects being scaled back.

There has also been concern over residents who bought now-cancelled gym memberships with Active Nation, in some cases £500 over 15 years.

The council is hoping to introduce a reduced monthly membership for returning gym goers as an acknowledgement of the fees lost.

Some who paid with credit cards have reported success in reclaiming their fees from their bank.
