HMOs in Filton show now sign of slowing down

The increase in HMOs in Filton is showing no sign of slowing down, with five new planning applications and three homes being given approvals.

Houses in Multiple Occupation are popular in Filton for students and single people.

Campaigners who say Filton has too many HMOs, leading to a change in the character of the town and bringing significant parking problems.

Developers say HMOs are needed to address the housing shortage.

Here are the five planning applications, with comments from the developers:

27 Third Avenue
Change of use from a small house of multiple occupancy (Class C4) to a seven-bedroom HMO (Sui Generis) for up to seven people with associated parking, bin storage and cycle parking.
Developer: The property meets licensing standards for internal accommodation and is currently operating as a HMO.

7 Northville Road
Change of use from C3 residential dwelling to a C4 small dwellinghouse in multiple occupation 3-6 people. Erection of a rear dormer and a hip-to-gable roof extension to facilitate loft conversion.
Developer: It is acknowledged that any lawful use would have to commence before the introduction of the Filton Article 4 direction on the 10th January 2024.

5 The Mead
Change of use from dwellinghouse (Class C3) to 8 no. bedroom house of multiple occupation for up to 8 no. occupants (Class Sui Generis) as defined in the Town and Country Planning (Use Classes) Order 1987.
Developer: Whilst a common concern with regards to HMO conversions is an increase in noise and disturbance, these issues can be dealt with through environmental protection legislation if they arise. We would note the change of use from a up to 6-bed small HMO to a 8-bed large HMO is a small increase on the number of occupants.

19 Ferndale
Change of use from Class C4 small house of multiple occupancy to a seven-bedroom large house of multiple occupancy (Sui Generis) for up to 10 occupants.
Developer: The requirement for a mandatory HMO licence for a large HMO will ensure that the property is well managed, and that the amenity of neighbours is not prejudiced.

75 Conygre Road

Here are the three planning decisions, with comments from the developers:

104 Station Road

Approved with conditions
Developer: The dwelling is currently being converted to a six-bedroom small dwelling house in multiple occupation, and providing that the use commences prior to the 10th January 2024, can be used as a C4 small house in multiple occupation without the need expressed planning permission.
